Work Packages
Description
|
Work Package 1 is intended for all activities related to the general management and coordination of the project (kick-off meetings, coordination, project monitoring and evaluation, financial management) and all the activities which are cross cutting and therefore difficult to assign just to one specific Work Package. In such case, instead of splitting them across several Work Packages, please enter and describe them in Work Package 1. For this reason, this Work Package has a different layout, where you do not have to enter objectives and duration. Nevertheless, it will have its own deliverables and corresponding budget.

Activities
|
A1. Partners Kick-off Meeting
First project meeting (PM) with partners in Lisbon, Portugal. During this 2-day meeting, partners will present the project’s timeline, objectives, WPs, results and milestones, methodological approach, activities and partner’s roles. A2. Coordination and Project Monitoring Design and conclude a partnership agreement with each of the co-beneficiaries; Assign a project coordinator to ensure the proper internal control of the project implementation by maintaining regular contact with partners, ensuring that EU funds are correctly spent by all partners; control efficiently the activities for achieving of the project objectives and WP’s quality delivery; ensure & supervise the project meetings organisation; Ensure the development of 1 action plan for each WP and 1 contingency plan for the project. A3. Project Evaluation Evaluation will take place during:

Financial Management - Handling project payments/ installments as well as correspondent reporting agreement; - Keep all the relevant documentation about the project to ensure that the project documentation provides strong relevant proof if any audit occurs; - Ensure that partners are respecting contractual conditions and the national social security and related rules; - Ensure the adequate control of attendance and project execution, by the use of timesheet system to record and control the time spent by the staff on the project. A5. Second Project Meeting Held in Bremen, Germany, the 2nd PM will have the purpose of sharing the work and experiences of the partners between each other, and to keep track of the project’s level of completion. A6. Third Project Meeting The 3rd PM will take place in Milan, Italy and will allow the partners not only to see the project’s progress, but also to partially measure the results and the impacts. Partners will provide some feedback regarding the first piloting activities that began in each country. A7. Fourth Project Meeting The 4th PM will take place in Brussels, Belgium, aiming the measurement of the final piloting activities, which now comprises the piloting of the training course on exit strategies/programmes across the three sectors. A8. Fifth Project Meeting The 5th PM will close the project’s results and outcomes. Hosted by IPS, it will be organised in Lisbon, Portugal. |

Description

In WP2 we will provide a descriptive and analytical study of the theoretical and practical developments in the area of radicalisation prevention and deradicalization/disengagement strategies within the criminal justice field. In this way, the specific objectives of this WP are:

Activities

A1. Up-to-date European survey on the current state of strategies/efforts to promote individual deradicalisation/disengagement strategies within prison and probation: identifying similarities and differences between programmes (establishing factors that contribute to their effectiveness / inefficacy).
A2. Collection of approaches and best practices on using risk and needs assessment information at sentencing across European jurisdictions. A3. Presentation and description of the different exit strategies that have been implemented in prisons and probation, developing a knowledge database containing anonymised use cases and examples of proven exit programmes implemented throughout Europe, relating them (or not) to scientific evidence about ‘what works’. |

Activities

A1. Promote a b-learning (distance and classroom based) training course concerning the RRAP Toolset across EU countries, expanding the number of prison administrations that have received a multi-level training approach towards radicalisation (i.e., prison governors, frontline staff, and technical staff).
A2. Develop and implement a b-learning training course concerning the use of Radicalisation Risk Assessment tools for probation staff. This activity will include: - Design of the course structure; - Development of the training content (slides, exercises, collection of documents, videos, forums, and other useful resources) and multimedia design. A3. Develop and implement a training course for judges and prosecutors concerning the benefits of using radicalisation risk and needs assessment information about individuals accused of violent extremism related crimes and/or terrorist involvement (pre-radicalised/radicalised offenders) at sentencing; A4. Design, develop and implement an e-learning Training of Trainers (ToT) programme for prison, probation and justice professionals; A5. Pilot and fine-tune the b-learning training courses (products of A2 & A3) in each partner country (Portugal, Romania, Belgium, Italy and Germany), with probation and judicial professionals: 2 pilots per country, counting with a minimum of 10 participants each. Based on the feedback collected, the course will be improved; A6. Pilot and fine-tune the train the trainer course (product of A4) in each partner country (Portugal, Romania, Belgium, Italy and Germany), with prison, probation and judicial professionals. The feedback collected from participants will support the finetuning of the course to the target groups. |

Description

The aim of this WP is to promote a cross-sectorial and multi-level approach in the criminal justice system to the issue of radicalisation prevention by:

Activities
|
A1. Organisation of national seminars to raise awareness among criminal justice operators and law enforcement officials of the EU policies and priorities on the radicalisation’s field, as well as the benefits of implementing exit programmes.
A2. Organisation of national roundtables involving different groups of professionals (judicial supervisory judges, prosecutors, prison administrators and staff, probation administrators and staff, NGOs, academic researchers), to discuss practices and define recommendations in particular thematic areas related to radicalisation in prison and probation settings, the use of risk and needs assessment information at sentencing and the effectiveness of exit programmes. A3. Organisation of an international conference comprising different groups of professionals involved in tackling and preventing radicalisation (aiming the involvement of participants from 10 different countries – EU and non-EU). After an intense collaborative and information-harvesting at the national roundtables covering the various radicalisation areas, partners will present the final recommendations on a final international conference in Portugal, counting with the participation of 100 participants. |

Description

This work package deals with the dissemination and mainstreaming of the project’s results and all preparations needed for a successful exploitation of the developed solutions. Therefore, it pursues the next main goals:

Activities
|
A1. Dissemination strategy and plan: The WP leader will develop a dissemination and mainstreaming strategy and plan with specific monitoring tools; the plan is to be validated by all the partners in the kick-off meeting.
A2. Project website and visual identity kit: IPS will develop R4JUST’s website and Facebook page, with general information about the project and its results and outcomes throughout the duration of the project; a visual identity kit (logo, flyer, roll-up) will also be developed. A3: E-bulletins: ICPA will launch a newsletter campaign disseminating the project’s deliverables during its implementation period. A4. Certification courses: IPS, in collaboration with all partners, will be responsible to a certification course per country, on the issues of Radicalisation Prevention and on the effectiveness of the Exit Strategies and Programmes. The courses target 285 participants (i.e. 30 prison staff, 15 probation staff, 5 judges, 5 prosecutors and 2 trainers/ 57 participants per country/per course) and will have a 3-day duration. A5. International conference – promotional kit: a set of promotional materials (e.g., flyers) that will provide information about the project and will disseminate the project’s results and achievements. |
